Brigadier General (Retd.) M Sakhawat Hossain was born on February 1, 1948 in Barisal. He was commissioned in the then Pakistan Army in 1966 and after the independence of the country spent almost two years in a Pakistani detention camp and returned home in 1973 and was working as a staff officer in 46 Brigade in Dhaka until December 1975.

In 1979-81 Sakhawat Hossain was assigned to the Directorate of Operations at the Army Headquarters in Dhaka. He later commanded two infantry brigades and one artillery brigade as a brigade commander. He graduated with honors from the Defense Services Command and Staff College of Bangladesh for the first time and from the world famous USA Command and Staff General College in the United States for the second time. He received Masters in Strategic Studies from National Defense ADC Islamabad University, Pakistan and MPhil from Bangladesh University of Professionals, Dhaka in 2011. From February 14, 2007 to February 14, 2012, he served as the Commissioner of Bangladesh Election Commission for five years.
